In recent times, rumors have been spreading about the possible introduction of export duties on grain crops. This discussion gained momentum after the decision to completely stop wheat imports at an international trade exhibition.
I would like to clarify this situation. The main statement is that the government does not plan to introduce export duties on grain crops. The government systematically reviews various options and opportunities to increase budget revenues. Proposals from the Ministry of Finance regarding the introduction of export duties on certain types of raw materials must undergo economic assessment and be coordinated with Kazakhstan's international obligations within the framework of economic and trade partnerships. The results of the analysis will be discussed at the international trade exhibition with the participation of representatives of the business community," Zhumangarin said.
According to his information, annual grain production in Kazakhstan is about 19-21 million tons, of which the domestic market consumes 9-10 million tons. That is, the production volume is almost double the needs of the domestic market. The remaining grain is exported.
"Our country is one of the world leaders in wheat exports, its share in the total volume of agricultural exports is about 45%. We understand the concerns of producers that in case of introducing export duties on wheat, we may lose our traditional markets. This year, a good grain harvest is expected, exceeding last year's. At the same time, there are about 3-4 million tons of last year's wheat remaining in warehouses and elevators. We are interested in increasing wheat exports and quickly realizing the remaining grain," the deputy prime minister reported.
Zhumangarin also commented on other crops.
"As for corn, considering the difficulties last year associated with its realization, we believe that introducing tariff restrictions on exports may lead to a reduction in acreage and a decrease in production volumes. Also, considering that the production volumes of meal and cake exceed the needs of the domestic market and have a short shelf life, restrictions on the export of meal and cake may have a negative impact on the state of the oil and fat industry," Zhumangarin also noted.
