In the first reading, the Committee of the State Duma on Agricultural Issues approved a bill on maximum markups for socially significant products, introduced by five deputies from the "A Just Russia" faction in September 2024, according to information from the "Interfax" news agency. The proposed document suggests that regions will have the right to regulate markups: up to 5% for wholesale sellers, up to 15% for retail trade from the ex-factory price.
The restrictions may affect such products as meat, fish, chicken, milk, eggs, bread, sugar, flour, vegetables, and apples. The committee's view is that such a mechanism will help to avoid unjustified price increases and fairly distribute profits among market participants.
In February, the government expressed its opinion on the bill, not rejecting it, but pointing out possible risks. The introduction of fixed markups may lead to shortages in some regions, price increases for other products, and the development of illegal schemes. Authorities reminded of the existing mechanism of temporary price regulation and agreements with businesses.
The bill was supported in the first reading, but requires refinement, especially regarding the distribution of rights between regions and the federal government. The position of the Committee of the State Duma on Industry and Trade is currently unknown.
