From the beginning of March until the end of December 2025, restrictions on the export of wheat and meslin from the territory of the Republic of Crimea and the city of Sevastopol to countries that are not members of the Eurasian Economic Union will be in effect. The quota is set at 400 thousand tons.
The Russian government has made a decision to introduce a tariff quota on the export of wheat and meslin from the territory of the Republic of Crimea and the city of Sevastopol to countries outside the Eurasian Economic Union. The amount of goods that can be exported during the specified period is 400 thousand tons. A resolution with this decision, signed by Prime Minister Mikhail Mishustin, was published on the official legal information portal.
“During the period from March to December 2025 (inclusive), a tariff quota will be in effect for the export of wheat and meslin from the territory of the Republic of Crimea and Sevastopol to countries not part of the Eurasian Economic Union. The goods will be sent outside the Russian Federation for export customs procedures. The total amount that can be exported is 400 thousand tons," the document titled "On the rules for establishing and allocating a tariff quota, setting export duty rates for the export of wheat and meslin from the territory of the Republic of Crimea and the city of Sevastopol" states.
It is important to note that the quota allocation will be carried out by the Chairman of the Council of Ministers of the Republic of Crimea based on applications from foreign trade participants, taking into account the opinions of the Ministry of Economic Development of the Russian Federation, the Ministry of Agriculture of the Russian Federation, the Ministry of Transport of the Russian Federation, and the government of Sevastopol.
