Russia is extending the ban on the export of live rice until the end of 2025 due to the accident at the Fedorovsky hydroelectric complex and floods.

The Russian government has extended the temporary ban on the export of live rice until the end of 2025 due to production problems following the accident at the hydropower plant. Exceptions to the ban include supplies to the Eurasian Economic Union and humanitarian aid.

A tariff quota has been introduced for the export of processed rice and cereals.

The Russian government has decided to extend the temporary ban on the export of live rice from July 1 to December 31, 2025, according to an official source.

This restrictive measure was introduced in 2022 after an accident at the Fedorovskoye hydroelectric complex and floods in the rice fields in the Krasnodar Territory, where over 60% of all rice in Russia is produced. Subsequent extensions were due to the events mentioned above.

In mid-April, the customs unit of the Russian Ministry of Agriculture supported the proposal to maintain the temporary ban on the export of live rice from July 1 to December 31, 2025.

“The ban on the export of live rice from Russia continues. The corresponding decree has been signed. The restriction will remain in place until the end of 2025. This decision was made to ensure a stable supply of this product on the domestic market,” the statement said.

The government's official statement also emphasized that there are exceptions to the ban on exporting live rice, including supplies to member countries of the Eurasian Economic Union, as well as to Abkhazia and South Ossetia. In addition, such rice can be sent abroad for humanitarian aid and international transit shipments.

“Furthermore, considering requests from partner countries for the supply of rice seeds outside the temporary ban, seed rice has been excluded. A resolution is currently being prepared to introduce a tariff quota on the export of certain types of processed rice and rice groats. Until June 30, 2025, there is a temporary ban on exporting these products,” highlighted in the cabinet of ministers.

The Ministry of Economic Development of Russia previously announced the introduction of a tariff quota for the export of rice and rice groats outside the EAEU in the amount of 50 thousand tons. The intra-quota export duty rate is expected to be 0%, while the extra-quota rate is 50%.
