The head of the Russian Guild of Bakers and Confectioners, Yuri Katsnelson, talked about this using the example of the Stavropol Krai.
In the North Caucasus Federal District, the availability of bread for consumers is low. According to data from 2024, in this district, there are only 0.5 enterprises per 10,000 people, while in the whole country, this figure is 1.2. These data were presented by Yuri Katsnelson, the president of the Russian Guild of Bakers and Confectioners.
Yuri Katsnelson believes that the accessibility of bread for the residents of the North Caucasus Federal District is insufficient.
"The level of competition in the bread market in the Stavropol Krai is measured by the number of enterprises per 10,000 people. In Russia, this indicator (excluding enterprises with a patent tax regime) is 1.2, whereas in the North Caucasus Federal District in 2024 it was only 0.5, and in the Stavropol Krai - 0.9, indicating insufficient competition and accessibility of bread for the population," he said at the First Bread Congress of the South of Russia on April 2, 2025.
According to Katsnelson, this is the reason for the high prices of bread in the region, especially in the Stavropol Krai, where they even exceed the national average. In February 2025, the average price of bread and bakery products made from wheat flour of various grades in the Stavropol Krai was 98.3 rubles per kilogram, which is 1.5% higher compared to the beginning of the year. The price of bakery products made from rye flour and a mixture of rye and wheat flour also increased by 1.5% since the beginning of the year and amounted to 90.46 rubles per kilogram. Last year, the prices for white bread in the Stavropol Krai increased by 15.4%, while the average growth in the country was 14.7%, he presented the data.
Analyzers from the Russian Guild of Bakers and Confectioners note that to change the situation with bread, which is a socially significant food product for the residents of the South of Russia, it is necessary to open about 300 bakeries in Stavropol Krai and place them in villages and small settlements.
"The turnover of the bread and bakery products market in the Stavropol Krai in 2024 amounted to 21.3 billion rubles, which is 11.9% more than in 2023. The share of bread and bakery products in the total turnover of the retail trade in the region is 2.4%. The consumption of bread in the Stavropol Krai is 130 kilograms per capita per year, which exceeds the recommended standards set by the Ministry of Health by 35.4% - 96 kilograms per person per year," added Katsnelson.
