The area sown under subsidized crop insurance agreements since the beginning of this year is estimated at 2 million hectares, which accounts for 2.5% of the country's total area. This figure corresponds to the level of the previous year, according to information published by the Ministry of Agriculture of the Russian Federation. Among them, the area of insured perennial crops has more than doubled, reaching 1.7 thousand hectares this year.
It has been announced that the current period is characterized by an increase in applications for compensation for losses totaling approximately 200 million rubles (under contracts for emergency crop insurance), and the first compensations have started to be paid out.
The department notes an increase in interest from agricultural producers in state-supported insurance due to attractive conditions and the possibility of maintaining their business in case of a crop failure due to unfavorable weather conditions. In 2025, around 178 thousand hectares of crops were affected by recurrent frosts in Russia.
Data from the Ministry of Agriculture indicate a record area of insured crops in Russia by the end of 2024 - 15.3 million hectares, which accounts for almost a fifth of the total volume. Out of the total, 6.7 million hectares were insured against natural disasters.
Last year, the total amount of insurance payouts amounted to 5.5 billion rubles, including 1.5 billion rubles under the crop insurance program against climatic disasters. By the end of last year, the insurance coverage in animal husbandry increased to 47% of the total number of animals.
The Ministry of Agriculture reports on planned legislative changes coming into force as of September 1 this year. According to the published announcement, "floods, high waters, and the confiscation of animals for veterinary reasons" will be added to the list of insurance events for animal husbandry. Additionally, the "maximum deductible amount" under crop insurance contracts with government support "will be reduced from 50% to 30%", which will allow agricultural producers to expect larger insurance payouts and make the mechanism more efficient, the department emphasizes.
According to the federal law "On State Support in the Sphere of Agricultural Insurance" (N260-FZ), a state program supporting the insurance of risks in crop production, animal husbandry, and commercial aquaculture is being implemented in Russia under a centralized system.
