According to a draft government resolution prepared by the Ministry of Industry and Trade, the deadline for payment of the disposal fee for the IV quarter of 2024 and I-III quarters of 2025 will be shifted to the end of the year, similarly to what was done in the automotive industry, as reported by Interfax.
The explanatory note to the draft indicates that it was developed at the request of First Deputy Prime Minister Denis Manturov on December 25, 2024.
The aim of the proposed changes is to optimize the working capital structure of manufacturers of specialized and agricultural self-propelled machinery in 2025 and to maintain liquidity in the face of rising costs of borrowed financing.
The proposed measure will contribute to improving the position of 55 manufacturers located in almost 30 regions of Russia, as stated in the project materials.
A similar measure has already been adopted for automotive manufacturers for the current year.
Earlier, a government decision on the phased indexation of the disposal fee for agricultural machinery from January 1, 2025 was approved. The increase in fee coefficients will start from 2025, except for tractors with a power of up to 340 horsepower. From 2026 to 2030, an annual indexation of 15% is applied. As of January 2025, the disposal fee will increase 5 times.
