The parliamentary committee has proposed to expand preferential transportation of flour and to reintroduce excise duties on fuel for agricultural machinery.

The parliament committee suggests expanding the transportation of flour from Siberia to regions of Russia with benefits, and reintroducing excise tax refunds for agricultural machinery fuel. The State Duma was considering returning excise taxes to farmers, and the president expressed readiness to discuss this issue.

The committee of the parliament responsible for agrarian issues has put forward the idea of considering the possibility of expanding the transportation of flour from Siberia to other regions of Russia using preferential conditions. It is also proposed to revisit the issue of excise tax deduction on fuel for agricultural machinery.

The recommendations were published in the parliament's electronic database after the committee meeting where plans for the autumn session were discussed.

The committee's recommendations highlight the need to consider the possibility of expanding preferential transportation of flour from Siberia to all regions of Russia. Currently, the benefits apply only to the delivery of flour from Siberia to the Far East.

The government provides subsidies to compensate for losses related to preferential tariffs for the transportation of agricultural products. The resolution of April 6, 2019, specifies the directions where subsidies are applicable. Preferential transportation of flour was introduced in November 2022.

In addition, the committee suggests considering the possibility of recapitalizing the company "Rosagroleasing" to maintain favorable leasing conditions and expand the leasing portfolio.

The committee also proposes revisiting the issue of excise tax deduction on fuel for agricultural machinery. The recommendations stress the need to exempt agricultural producers from paying excise taxes on fuel used for agricultural machinery such as tractors and combines, arguing that this equipment does not travel on public roads.

In April 2022, the State Duma already suggested to the government to refund the excise tax on fuel to agricultural machine operators, which they pay when purchasing fuel. According to State Duma deputy Nadezhda Shkolkinа, farmers spend around 35-40 billion rubles on excise taxes annually, even though agricultural machinery rarely drives on public roads. Therefore, it is proposed to return the excise taxes to agricultural producers.

Under current legislation, shipowners have the right to reclaim excise taxes when purchasing bunker fuel. It was also suggested to discuss the issue of refunding excise taxes on fuel for agricultural machinery at a public event when President Vladimir Putin met with representatives of agriculture. During the meeting, one of the farmers proposed that the government consider returning excise taxes to agricultural producers. The President noted that despite the Ministry of Finance's opinion, this issue can be discussed.
