Refusal to make an entry in the register

the registrar is obliged to refuse to make entries in the register in the following cases: all documents required for making entries in the register are not provided; the submitted documents do not contain all the necessary information or contain information that does not correspond to the information contained in the documents provided to the registrar; operations on the account of a registered person, in respect of which an instruction to write off securities has been issued, is blocked; the register does not contain a questionnaire of a registered person with a sample of his signature, the documents are not provided personally by a registered person, the signature on the order is not certified by one of the methods provided for in this; the registrar has substantial and reasonable doubts about the authenticity of an uncertified signature on documents, when the documents are not provided personally by the registered person transferring securities, or his authorized representative; the register does not contain information about the person transferring the securities and (or) about the securities in respect of which an order was issued to make entries in the register, and the absence of this information is not due to a mistake of the registrar; the number of securities indicated in the order or other document, which is the basis for making entries in the register, exceeds the number of securities recorded on the personal account of the registered person; the parties to the transaction did not pay or did not provide guarantees for payment for the services of the registrar in the amount established by the price list of the registrar.
